National Taxpayers Union urges all representatives to vote “YES” on numerous pro-taxpayer and government efficiency improvements slated for consideration under suspension of the rules:
H.R. 5578, Expanding Whistleblower Protections for Contractors Act. This legislation, introduced by Ranking Member Garcia (D-CA) and Chairman Comer (R-KY), would significantly strengthen whistleblower protections for federal contractors. It closes longstanding loopholes in current law that leave contractor employees vulnerable to retaliation after reporting waste, fraud, or abuse within federal agencies. These gaps not only discourage honest workers from coming forward, but also allow those who engage in retaliation to avoid meaningful accountability.
H.R. 1118, Value Over Cost Act. This bipartisan legislation by Reps. Donalds (R-FL) and Moskowitz (R-FL) would allow the General Services Administration, through its Multiple Award Schedule program, to award contracts that obtain the best value for the government rather than only the lowest overall cost. Under current rules, the emphasis on the lowest overall cost too often leads to short-sighted purchasing decisions that sacrifice quality, performance, and long-term savings to taxpayers.
H.R. 4123, Federal Improvement in Technology Procurement Act. This bipartisan legislation by Rep. Burlison (R-MO) and three cosponsors is a commonsense update to how the federal government purchases technology. Outdated procurement rules slow innovation, lock agencies into failing legacy systems, and ultimately waste taxpayer dollars. Thankfully, the FIT Procurement Act streamlines some of these practices and gives agencies the flexibility they need to keep pace with modern technology.
H.R. 1722, the Billion Dollar Boondoggle Act. This bipartisan legislation, introduced by Rep. Miller-Meeks (R-IA) with three cosponsors, is a commonsense transparency measure to help safeguard taxpayer dollars from waste, fraud, and abuse. Specifically, it would require federal agencies to report on all projects that are $1 billion over budget, five years behind schedule, or both. This kind of transparency and straightforward reporting is essential for both lawmakers and taxpayers to figure out what federal projects are working and what projects are not. This bill has previously been included on NTU’s “No-Brainers” list because it bridges the partisan divide for the betterment of taxpayers.
H.R. 2069, the Stop Secret Spending Act. This bipartisan legislation by Rep. Moore (R-AL) and three cosponsors is a commonsense transparency measure to stop wasteful spending. Specifically, it would require federal agencies to include other transaction agreements (OTAs) in the list of federal awards that must be reported on USAspending.gov—which now totals more than $40 billion worth of taxpayer dollars. Currently, this loophole shields the reporting of this fund, thereby blocking the ability of public watchdogs to scrutinize federal funding.
