Dear Representative McClintock,
On behalf of National Taxpayers Union, the nation’s oldest taxpayer advocacy organization, I write to express our strong support for your legislation, the Grant Responsibility and Accountability for Numerical Transparency (GRANT) Reform Act. This important legislation would increase transparency and accountability for federal grant spending by requiring comprehensive reporting on every federal grant awarded. At a time when the federal government distributes hundreds of billions of taxpayer dollars through thousands of grant programs each year, Congress has a responsibility to ensure those funds are transparent, accountable, and used for their intended purpose.
Despite significant federal spending on grants, the current system remains fragmented across numerous agencies, making it difficult for Congress, oversight bodies, and taxpayers to obtain a complete picture of where federal dollars are going and whether they are achieving measurable results. A lack of oversight into federal spending on programs and grants is partly why our national debt has ballooned in recent years. Scrutinizing federal spending is the first step in solving this very clear and approaching debt crisis.
Thankfully, your legislation would improve visibility into federal spending by requiring the Government Accountability Office to create a centralized grant tracking system. Better tracking and reporting will help agencies administer grants more efficiently, open the books to more transparency, highlight duplication, and identify underperforming programs that lead to waste, fraud, and abuse of taxpayer funds. Importantly, it requires the name, purpose, and dollar amount of each grant and a description of the project being funded.
Greater transparency is essential to restoring public confidence in government. By providing policymakers with accurate, timely, and standardized information on grant awards, recipients, expenditures, and outcomes, this legislation would equip Congress to make more informed budget decisions while ensuring taxpayer resources are managed responsibly. Better data also allows agencies to identify successful programs, discontinue ineffective ones, and improve overall program performance.
