Bills Would Boost U.S. Trade Ties with Haiti, African Nations

January 12, 2026

National Taxpayers Union (NTU) urges all representatives to vote “YES” on the AGOA Extension Act (H.R. 6100) and the Haiti Economic Lift Program Extension Act (H.R. 6504). Their approval would strengthen U.S. economic leadership and benefit Americans.

The African Growth and Opportunity Act (AGOA) and the Haiti Economic Lift Program Extension (HOPE) Act expired last year. Reauthorizing these programs would bolster U.S. interests by extending duty-free treatment for many imports from Haiti and eligible countries in Africa.

These win-win bills would help secure an affordable supply of goods beneficial to Americans, including rare earth minerals that are increasingly needed by U.S. manufacturers. They would strengthen U.S. economic ties with Haiti and African nations, encourage economic growth, and promote new export opportunities for American producers.

Significantly, these bills reduce barriers to mutually beneficial economic transactions. As an organization dedicated to the rights of taxpayers, NTU supports this approach as an alternative to costly foreign aid programs.

Roll call votes on these bills will be weighted in NTU’s annual Rating of Congress and “YES” votes will be considered the pro-taxpayer position.
