On behalf of National Taxpayers Union, the nation’s oldest taxpayer advocacy organization, we write to express our strong support for H.R. 8324, the Great American Healthcare Plan. Expanding access to Health Savings Accounts (HSAs) creates the right incentives to rein in the runaway growth in health care expenditures over recent decades. By giving patients greater control over their own health care dollars and strengthening price transparency for hospitals and insurers, this comprehensive reform package will encourage more prudent health care spending. Taxpayers stand to benefit tremendously from this commonsense legislation.
Shielding patients and providers from prices has driven health care spending on a relentless upward trajectory. According to the Centers for Medicare and Medicaid Services, national health care expenditures reached $5.3 trillion in 2024. That’s nearly one-fifth of the entire American economy. Yet, because most Americans obtain coverage from their employer or the government, they rarely see the true cost of the care they receive. This “third-party payer” dynamic leaves patients with little reason to shop around for value or control costs.
Obamacare has only compounded these perverse incentives. Government subsidies that keep premiums artificially low do not reduce the actual cost of care. They simply shift the burden onto taxpayers and allow insurers to maintain or raise rates without meaningful competition. Following the law’s implementation, average premiums in the individual health insurance market increased by a whopping 129% from 2013 to 2019. This far outpaced the 29% premium increase in the traditional large-group employer market over the same period.
H.R. 8324 offers a different approach. By removing outdated restrictions that limit access to HSAs and increasing contribution limits, this legislation empowers patients to shop around for care and compare prices. Along with provisions that codify price transparency for hospitals and insurers, this legislation gives patients the tools to make informed decisions.
Rather than distort the American health care system with more federal mandates and endless subsidies, H.R. 8324 would actually let price mechanisms drive down healthcare costs. We commend you for this commonsense, pro-taxpayer legislation and look forward to working with you to help it become law.
