Amendments NTU Supports and Opposes for the Senate Budget Resolution

NTU urges all Senators to vote “YES” on the following amendments to S. Con. Res. 5, the fiscal year (FY) 2021 concurrent budget resolution, should the amendments receive consideration on the Senate floor.

Budget and Economy

  • Amendment #1 from Sen. Paul (R-KY): Substitute amendment with much lower deficit and debt levels over 10 years than S. Con. Res. 5.
  • Amendment #9 from Sen. Marshall (R-KS): Point of order (POO) against increases in direct spending when the debt exceeds GDP.
  • Amendment #14 from Sen. Marshall (R-KS): POO against taxpayer subsidies for political campaigns.
  • Amendment #138 from Sen. Paul (R-KY): To prevent legislation that would fund programs with either expired authorizations or in excess of the program’s authorized amounts.
  • Amendment #142 from Sen. Blackburn (R-TN): To remove 60 vote threshold on an unfunded mandate point of order.
  • Amendment #165 from Sen. Braun (R-IN): POO against increasing the federal deficit.
  • Amendment #219 from Sen. Kennedy (R-LA): POO against passing a budget that is not balanced in fiscal year 2021 or any fiscal year after.
  • Amendment #240 from Sen. Lee (R-UT): POO against increasing the federal deficit more than $120 million in any fiscal year unless it is fully offset.
  • Amendment #379 from Sen. Rick Scott (R-FL): Reducing the budget resolution instructions so as to remove allocations for state and local governments.
  • Amendment #382 from Sen. Rick Scott (R-FL): Deficit neutral reserve fund (DNRF) encouraging lawmakers to enact discretionary spending cuts for any increases in the debt limit.
  • Amendment #383 from Sen. Rick Scott (R-FL): To provide for legislation that encourages lawmakers to meet fiscal and budget deadlines.
  • Amendment #385 from Sen. Rick Scott (R-FL): To control deficit spending in order to foster economic growth.

  • Amendment #387 from Sen. Rick Scott (R-FL): To provide for legislation that limits assistance to states and municipalities in the COVID relief bill, for example if they raise taxes.

  • Amendment #60 from Sen. Crapo (R-ID): To prevent COVID-19 relief funds from going to states that raise taxes on individuals making $400,000 per year or less.
