NTU Urges House to Rein in Emission Standards

NTU urges all Representatives to vote “Yes” on H.R. 1435, the Preserving Choice in Vehicle Purchases Act. This Act requires that the EPA cannot grant a waiver for vehicle emissions laws if a state directive ‘‘directly or indirectly’’ limits the sale or use of new motor vehicles with internal combustion engines. 
 
The Environmental Protection Agency (EPA) has the legal authority to set emission standards for new vehicles. The Preserving Choice in Vehicle Purchases Act would specify that the EPA may not grant waivers to the Clean Air Act if the state directive ‘‘directly or indirectly’’ limits the sale or use of new motor vehicles with internal combustion engines.
 
The Act is needed as a result of California Air Resources Board regulations approved last year that would effectively ban the sale of new internal combustion engine vehicles by requiring all new vehicle sales to be zero-emission vehicles by 2035.
 
Consumers across the country who have no say in California’s regulations would be affected by this change. The Preserving Choice in Vehicle Purchases Act would give them a voice. By banning all waivers to the Clean Air Act that would limit the use of vehicles with internal combustion engines, the Act would allow the EPA to provide uniform regulations subject to oversight by Congress, a better alternative to subjecting all Americans to the ramifications of regulation by unelected California agencies. 
 
Roll call votes on the Preserving Choice in Vehicle Purchases Act will be included in NTU’s annual Rating of Congress and a “YES” vote will be considered the pro-taxpayer position.
