NTU urges all representatives to vote “YES” on H.R. 9770, the Continuing Appropriations Act, 2027. This bill is a clean continuing resolution that would fund the government, without gimmicks or poison pills, through December 4, 2026. In other words, this legislation would prevent yet another government shutdown before elections this fall, and keep the government operating normally for taxpayers until December.
Since this fiscal year started last October 1, some federal agencies have operated without regular appropriations for 161 days, over 44% of the full year. The government was not fully funded until June 10, less than two months ago, representing an unprecedented delay by Congress to cover its bills. Since Congress has only 19 legislative days left to fund the government for the next fiscal year, yet another round of irresponsible brinkmanship over a potential shutdown seems likely without a fix.
House leadership has proposed legislation that would simply extend government spending at current levels until early December. This simple bill would protect taxpayers and federal employees from further harm from grandstanding members of Congress who are willing to hurt the American people to try to win points with fringe special interests. Importantly, this proposal is a “clean” CR with limited changes, mainly included to continue Food Stamp payments, extend Temporary Assistance for Needy Families (TANF), and give the Federal Emergency Management Agency (FEMA) flexibility to provide disaster aid as needed between now and December.
While taxpayers would obviously prefer a normal appropriations process that appropriately provides funds for agencies as needed, this continuing resolution will serve as an important stopgap to protect taxpayers against yet another unnecessary and irresponsible government shutdown.
Roll call votes on H.R. 9770 will be included in NTU’s annual Rating of Congress and “YES” votes will be considered the pro-taxpayer position.
