National Taxpayers Union, the nation’s oldest taxpayer advocacy organization, urges all members to vote “YES” on H.R. 2853, the Combating Organized Retail Crime Act of 2025. Introduced by Rep. David Joyce (R-OH), this bipartisan legislation would strengthen federal tools to tackle increasingly sophisticated interstate retail theft networks that impose significant costs on businesses and consumers.
Organized retail crime has surged in recent years. Retail establishments lost over $120 billion to theft in 2023 alone, according to the National Retail Federation. This criminal activity disrupts supply chains, drives up insurance and security costs, and ultimately raises prices for families across the country.
This legislation would improve collaboration and information-sharing among federal, state, and local law enforcement by creating an Organized Retail and Supply Chain Crime Coordination Center within Homeland Security Investigations at the Department of Homeland Security. With input from retail associations and subject matter experts, this new body will be equipped to effectively coordinate enforcement and intelligence efforts on a national level.
At a time when affordability is a widespread concern among the American public, lawmakers should do everything in their power to mitigate the impact of criminal activity on consumers and businesses. This practical legislation addresses the limits of state-level initiatives and provides an effective coordinating mechanism for law enforcement to address sophisticated criminal networks that often operate across state lines.
Roll call votes will be included in NTU’s annual rating of Congress and “YES” votes will be considered the pro-taxpayer position.
