National Taxpayers Union (NTU) urges senators to vote “YES” on two proposed amendments to the Lindsey O. Graham Sanctioning Russia Act of 2026 (S. 5025).
S. Amdt. 6715, sponsored by Sen. Rand Paul (R-KY), would remove the President’s discretionary authority to impose tariffs on third parties that import crude oil or natural gas from Russia.
S. Amdt. 6720, sponsored by Sen. Raphael D. Warnock (D-GA) and Sen. Bill Cassidy (R-LA), would leave that tariff authority in place, but would specify that any tariffs imposed under this provision would terminate if the affected country no longer meets the initial criteria.
These amendments would limit the discretionary tariff power of the President provided by the Sanctioning Russia Act.
Taxpayers are now paying more than $200 billion a year in import taxes imposed by President Trump without a vote of Congress. Congress should not delegate even more of its taxing authority to the President.
Roll call votes on these amendments will be included in NTU’s annual rating of Congress and “YES” votes will be considered the pro-taxpayer position.
