TH Online - Demian Brady, director of research at the conservative National Taxpayers Union Foundation, said the use of franked mass mailings is typically seen in districts where the incumbent is facing a tight election race.
Three Democrats are vying for Blum's seat. Gary Kroeger, Monica Vernon and Pat Murphy will face off in the upcoming Democratic primary in June. The winner will face Blum in November.
Brady said Blum's intentional focus on higher mailing expenses combined with lower staff and travel expenses is unusual.
"It's a unique strategy," said Brady, who moved to Washington, D.C., in 1998. "I've never heard another member of Congress say that."
