NTU urges all Representatives to vote “YES” on legislation that expands patient choice in the health care market, lowers costs, and cuts taxes. These meaningful reforms are found in H.R. 184, H.R. 6199, and H.R. 6311, which, if passed, will benefit patients, taxpayers, and the overall economy.

Since its enactment in 2010, the Affordable Care Act (ACA) has failed to deliver on its promises of lowering health care costs and improving quality of care. These promises have been left unfulfilled due to the numerous tax hikes, layers of government bureaucracy, and intrusion of government into the marketplace. As a result, more Americans are paying more for fewer benefits.

Thankfully, H.R. 184, H.R. 6199, and H.R. 6311 would make both patients and taxpayers better off. These pieces of legislation expand the accessibility of HSAs, allow Medicare recipients to participate in HSAs, increase contribution limits, remove restrictions on the purchase of over-the-counter medication and other health-related products, permit the use of HSA funds to pay for premiums, and provide greater flexibility in minimum deductible requirements for high-deductible plans. Additionally, they would enact pro-taxpayer changes to a slew of ACA taxes, like suspending the job-killing employer mandate, delaying the implementation of the “Cadillac” tax on certain health insurance plans, and repealing the burdensome medical device excise tax.

Together, the changes in these bills will provide many individuals with a significant reduction on their tax liability, give customers more control over health care decisions, and help maintain a cutting-edge health care industry.

Roll call votes on these pieces of legislation will be included in our annual Rating of Congress and a “YES” vote will be considered the pro-taxpayer position.
