Dear Senator Cruz, Congressman Cloud, and Co-sponsors,
On behalf of National Taxpayers Union, the nation’s oldest taxpayer advocacy organization, I write to express our strong support for H.R. 5814 / S. 3035, the Natural Gas Export Expansion Act. This important legislation would strengthen America’s role as a global energy leader, expand economic opportunities here at home, and advance both national security and environmental goals. NTU is proud to endorse your proposal and encourages all members to co-sponsor this important pro-taxpayer legislation.
As you know, the previous administration embraced a completely backward energy policy that sought to kneecap America’s fossil fuel industry. This included a new tax on natural gas, a permitting pause for new and pending liquefied natural gas (LNG) export projects, and a ban on resource extraction on federal lands. While President Trump has made significant efforts to reverse the damage that has been done, it is imperative that we insulate LNG exports from damaging policies that could be implemented by future administrations.
That is why enactment of the Natural Gas Export Expansion Act is so critical. Your legislation streamlines outdated restrictions on LNG exports and removes unnecessary red tape that currently limits access to global markets. Specifically, it ensures applications to export LNG to certain non-free trade countries are treated the same as free trade countries and deemed to be consistent with the public interest. Expanding export capacity will reinforce America’s energy independence while maintaining a strong trading relationship with our allies across the world.
The economic benefits of LNG exports are clear. Increased exports have created thousands of high-paying jobs, spurred infrastructure investment in communities across the country, and generated significant federal and state revenues. Moreover, U.S. LNG is among the cleanest in the world. Allowing more exports of American natural gas can help reduce global greenhouse gas emissions by displacing higher-emitting coal and oil used for power generation overseas.
Today, we are the number one petroleum and natural gas producer in the world due to revolutionary technologies from the private sector. To ensure the industry has the economic incentives necessary to continue to thrive, H.R. 5814 / S. 3035 delivers the certainty needed for American energy. We urge swift passage of the Natural Gas Export Expansion Act to ensure the United States continues to lead in responsible energy development and global energy security.
