Amendment 1: This measure authorizes the creation of a State and Local Streamlined Sales and Use Tax Commission tasked to provide streamlined electronic filing and remittance of all sales and use taxes.
Tax Impact: N/A. This amendment would set up a central state commission to determine how to shift local sales tax collection to the state level and to develop a new audit process. Importantly, it does not outline what that new processes would look like.

Amendment 2: This amendment would lower income tax rates in exchange for changes to state income tax deductions. These individual and business tax changes would make Louisiana a more attractive place to live, work, and operate a business. To learn more about this measure, view NTU’s op-ed here.
Tax Impact: The state constitution currently limits the highest personal income tax rate to 6 percent, but the amendment would lower that cap to a maximum of 4.75 percent. On the corporate side, it would reduce the rate from 8 to 7.5 percent. This reduction is offset by the elimination of the state’s federal income tax deduction and the elimination of almost all excess itemized deductions. Taxpayer advocates in Louisiana have noted that this amendment would help simplify the tax code and reduce revenue volatility.

Amendment 3: This amendment would permit levee districts created after 2006 to levy an annual property tax of up to five mills without voter approval.
Tax Impact: While this measure does not directly result in a tax increase, it would take away the ability for voters to decide whether or not they want their tax rates to be increased. Taxpayers deserve the opportunity to determine whether they support or oppose tax increases.
