As the House begins consideration of H. Con. Res. 25, the Budget Resolution, NTU urges Representatives to vote as follows:
“YES” on Amendment #4, the Republican Study Committee Substitute: The RSC budget balances in four years without raising taxes by restraining many kinds of spending, repealing “Obamacare,” simplifying the Tax Code, and implementing serious entitlement reform. While it could be improved, especially by reducing Pentagon spending, this budget fast-tracks the real relief and economic growth that taxpayers need.
“YES” on H. Con. Res. 25: This budget is not without gimmicks or timidity on issues such as Social Security, but it achieves balance in ten years without adding to the tax burdens borne by American families and businesses. It repeals the increasingly unsustainable 2010 health care law, and implements many necessary structural tax and entitlement reforms.
“NO” on Amendment #2, the Senate Budget Substitute: Sponsored by Rep. Mulvaney (R-SC), the Senate budget could raise taxes by $1.5 trillion over 10 years on a host of politically-convenient targets. It will never achieve balance and ignores the growing entitlement funding crisis.
“NO” on Amendment #3, the Congressional Black Caucus Substitute: The CBC budget expands government through increased spending, cancelling the sequester, and heaping $4.2 trillion in higher taxes on job creators.
“NO” on Amendment #5, the Congressional Progressive Caucus Substitute: Although it makes some strides toward restructuring Pentagon expenditures, the so-called “Back to Work” budget increases taxes by a staggering $5.7 trillion and raises total outlays by nearly $3 trillion over 10 years. This fiscally irresponsible plan also grows government jobs programs that have failed to decrease unemployment in the past. Provisions like a carbon tax and higher taxes on energy producers will hurt the economy by driving up prices and increasing job losses.
“NO” on Amendment #9, the Democratic Substitute: The Democratic Substitute fails to achieve budget balance. Instead, it increases taxes by $1.2 trillion on productive areas of our economy and continues out-of-control federal spending by increasing outlays $476 billion.
Roll call votes on H. Con. Res. 25, the Budget Resolution, will be significantly weighted in our annual Rating of Congress.
