A Political Stimulus?

Veronique de Rugy, a senior research fellow at George Mason University's Mercatus Center, had a piece on BigGovernment.com that shows Democratic districts getting almost twice the amount of stimulus money than Republicans districts. Democrats appear to be getting $692 per capita on average, compared to $362 per capita for Republican members. Furthermore, Democratic districts received roughly one-and-a-half times more awards.

De Rugy showcases a distinct correlation between party affiliation and stimulus funding, but also claims that unemployment levels had nothing to do with the allocation process!

If the stimulus package did not go toward creating jobs for the unemployed, then what was the intent of its funds? I'll let you read in between the lines.
