“YES”on H.R. 2587, the “Protecting Jobs from Government Interference Act.”

NTU urges all Representatives to vote“YES” on H.R. 2587, the “Protecting Jobs from Government Interference Act.”Introduced by Rep. Scott (R-SC), this bill would prevent the National LaborRelations Board (NLRB) from substituting its judgment for a private employer’sin decisions on how best to manage the employer’s own resources.

 The impetus for this legislation was the NLRB’s recentdecision to file a complaint against the Boeing Company for its decision tolocate its new manufacturing facility in South Carolina, a right to work state,rather than expand existing operations in Washington, which is not. The threatof such governmental-overreach into basic economic decisions has the potentialto ripple throughout the economy. In addition to the chilling effect it wouldhave on investment and job-growth, the NLRB’s ability to restrict movement mayunwittingly provide state and local governments with the opportunity to raisetaxes without fear of companies fleeing.

H.R. 2587 would amend the National Labor Relations Act toremove several extreme enforcement remedies available to the NLRB, includingthe power to rescind an employer’s decision to relocate. These changes wouldhelp to restore the careful balance between protecting employees from unlawfullabor practices and steadfastly protecting free markets.

Roll call votes on H.R.2587 will be significantly weighted in our annual Rating of Congress anda “YES” vote will be considered the pro-taxpayer position.
