The Honorable Steve Scalise
Majority Leader
U.S. House of Representatives
H-329, The Capitol
Washington, DC 20515
Dear Leader Scalise:
National Taxpayers Union is pleased to endorse H.R. 4312, the Student Compensation and Opportunity through Rights and Endorsements Act or SCORE Act, authored by Rep. Gus Bilirakis (R-FL). We urge you to put this legislation on the floor as swiftly as possible, as it would be a slam dunk for taxpayers that represents the best route to preserving collegiate student athletics.
As you know, the NCAA adopted Name, Image, and Likeness (NIL) standards in 2021, allowing student athletes to financially benefit from their athletic endeavors. Now that 30 states have passed laws governing the compensation of college athletes, comprehensive national standards are necessary to level the playing field in this inherently interstate enterprise. Absent a national statute, these state laws will continue to flood the zone with a confusing patchwork of various policies.
The SCORE Act would bring an end to this interference, while also helping universities and athletes defend against frivolous lawsuits and overzealous sports agents. Furthermore, the bill would stiff-arm labor unions who could otherwise effectively seize control of college athletics.
We urge you to support H.R. 4312 and get this bill into the endzone on behalf of taxpayers. NTU stands ready to provide an assist to your work on this important issue, as well as to put points on the board for taxpayers on other topics in this new year.
Sincerely,
Brandon Arnold
Executive Vice President
