Dear Representatives Kelly, Clay, and Budd:

On behalf of National Taxpayers Union (NTU) and our members across the country, I write to endorse H.R. 6104, the “Generating American Income and Infrastructure (GAIIN) Act.” Your bipartisan legislation is an innovative, pro-taxpayer proposal to rebuild America’s infrastructure while prioritizing fiscal responsibility and restraint.

During a time of out of control spending and ballooning debt, lawmakers must find a way to balance national priorities without adding new burdens on taxpayers. A growing need is the restoration of America’s infrastructure, especially in underserved communities. Unfortunately, most infrastructure proposals raise taxes or increase deficits, neither of which leave taxpayers better off.

Thankfully, your legislation addresses these taxpayer concerns as it does not raise taxes or add to the debt. Your legislation authorizes the Department of Agriculture to sell distressed government assets and uses the generated revenue in two unique ways: half would be sent to the Treasury Department to pay down existing debt and the other half would be used to fund projects in the poorest communities around the U.S. This commonsense compromise could reinvigorate areas suffering from economic decay while putting America’s future finances in a better position than they would otherwise be.

Selling underperforming public assets can be a fiscally responsible solution because it strikes a balance between taxpayer interests and an infrastructure system that promotes economic growth and efficiency. NTU is pleased to endorse H.R. 6104  and we urge all members of Congress to cosponsor your legislation and work towards its swift passage.

Sincerely,

Brandon Arnold
