2025 Guide To All Tax Ballot Questions Across the Country

As campaigns for this off-year election season enter the home stretch, millions of voters across the country will soon head to the polls or vote by mail for candidates on their November 4th ballot. Depending on the state, voters can expect to elect a governor, state legislators, school board members, and other local officials. Yet, amid all the glitzy campaign ads and rallies, what often gets overlooked is that voters will also face ballot measures that could raise their taxes. While these tax initiatives often fail to garner the same media attention as charismatic political figures or contentious policy debates, it’s hard to understate the fiscal impact these tax proposals can have on taxpayer wallets.

In our latest edition of National Taxpayers Union’s Ballot Guide, we have made every effort to compile a complete list of state and local ballot measures that pertain to tax, budget, and free market issues. This important educational publication is intended to serve as a resource for taxpayers no matter where they live, so they can see the true cost and impact ballot measures will have on their wallets. NTU took great care in examining thousands of sample ballots in nearly every county—whether big or small, rural or urban, or anywhere in between, to provide our nation’s taxpayers accurate information on what’s on their ballot.

From National Taxpayers Union’s independent analysis, this Election Day, voters across 20 states will vote on 13 statewide measures and 911 local measures that have a fiscal impact across hundreds of counties. By our calculations, voters will decide on ballot measures at the state and local level that total at least $3.1 billion in annual tax increases or extensions. The sheer scale of these proposals highlights how much is at stake for taxpayers this Election Day. 

Of the $3.1 billion in higher revenue, $1.7 billion is from higher property tax rates, $1.3 billion  from higher sales tax rates, and millions more from other sources. Unfortunately, due to a lack of data available in a number of counties, NTU was unable to provide fiscal estimates for 562 ballot measures. 

Hundreds of measures that call for higher taxes would also result in the issuance of bonds. We estimate that voters will decide upon a total of $37.3 billion in new bonds in this election. These obligations could have a significant impact on taxpayers for decades to come. 

Although NTU took great care to identify important taxpayer measures across the country, it is impossible to ensure every state’s full election slate is presented here. Some localities do not always post their sample ballots online, and other localities may not include a fiscal analysis indicating the estimated revenue that would be raised from a tax increase. Taxpayers are strongly encouraged to check with their local election authorities for additional information.

Regrettably, our Ballot Guide is incomplete. Due to the sheer number of initiatives, tracking Ohio’s ballot measures would require an army of tax professionals to comb through thousands of ballots, an unfortunate situation that underscores the need for legislative reform to streamline the process and enhance transparency for voters. Meanwhile, in Arizona, the state’s new campaign-finance transparency law is so broad and vague that it sweeps up even nonpartisan voter education groups, making it difficult for watchdog groups like NTU to provide educational materials to taxpayers.

Finally, NTU would like to thank dozens of Secretaries of State offices, county election officials, Ballotpedia, and many others for their help in finding this information. While our constant pestering for data may have been an annoyance to some, their contributions have allowed us to provide a clearer picture of what is at stake for taxpayers in this election.

Alabama

Voters in the Yellowhammer State will not decide on any state-level ballot measures with a direct tax or fiscal impact this year. However, voters in Elmore County face a decision about whether to impose a new excise tax on nicotine and tobacco products. NTU has determined that the total net statewide revenue collections would amount to at least $5.4 million in annual tax increases or extensions.

Arkansas

Voters in the Natural State will not decide on any state-level ballot measures with a direct tax or fiscal impact this year. Voters in Pulaski County will be asked to vote on 3 measures to issue a combined $95.4 million in bonds. However, none of these measures include available annual tax impact estimates.

Colorado

Voters in the Centennial State will decide on 2 statewide ballot measures related to funding for the “Healthy Meals For All” school meal program. Additionally, 99 local measures will appear on the ballot across 30 counties. After analyzing these measures, NTU has determined that the total net statewide revenue collections on the ballot, including state and local measures, would amount to at least $583 million in annual tax increases or extensions. Voters will also be asked about the issuance of $1.1 billion in bonds.
