2019 Ballot Guide: Louisiana Supplement

On November 16th, voters in Louisiana will head to the polls and cast their votes for Governor and the Legislature. In addition to these races, taxpayers and voters should be aware of at least 88 local measures that will be on their ballots. These ballot measures propose to raise taxes by $60 million annually and authorize localities to issue more than $700 million in bonds for various construction projects. Although NTU’s research team took great care to identify important taxpayer measures across the state, it is impossible to ensure every measure is presented here. Taxpayers are strongly encouraged to check with their local election authorities for additional information. 

This document is a continuation of our 2019 Ballot Guide that was released earlier this month before the November 5th elections.

Acadia Parish

- Parishwide Proposition: - This measure would authorize the Parish to impose a new property tax on property for 10 years. In total, this tax increase is estimated to raise about $818,000 annually.

City of Crawley

- Proposition 1: - This measure would extend a temporary property tax increase on properties within the City for another 10 years for public safety purposes. In total, this tax increase is estimated to raise about $382,000 annually.

- Proposition 2: - This measure would extend a temporary property tax increase for another 10 years for road maintenance. In total, this tax increase is estimated to raise about $382,000 annually.

- Proposition 3: - This measure would extend a temporary property tax increase for another 10 years for building maintenance and parks and recreation. In total, this tax increase is estimated to raise about $382,000 annually.

- Proposition 4: - This measure would extend a temporary property tax increase y for another 10 years for building maintenance and parks and recreation. In total, this tax increase is estimated to raise about $57,000 annually.

- Proposition: - This measure would extend a special tax by the Iota-Long Point Gravity Drainage District for another 10 years for drainage purposes. In total, this tax increase is estimated to raise about $70,000 annually.

Allen Parish

- Proposition 3: - This measure would extend the Hospital Service District’s property tax for an additional 30 years. In total, this tax increase is estimated to raise about $637,000 annually and its defeat will be a tax cut.

- Proposition: - This measure would authorize School District No. 22 to issue up to $4 million in bonds for school facilities. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

Town of Kinder

- Proposition 1: - This measure would permanently extend a 1 percentage point increase to the Town’s sales tax rate. In total, this tax increase is estimated to raise about $600,000 annually and its defeat will be a tax cut.

Avoyelles Parish

- Proposition: - This measure would impose a .50 percentage point increase to the Parish’s sales tax rate, but would drop to .25 after 15 years where it remain in place in perpetuity. In total, this tax increase is estimated to raise about $2.3 million annually.

Beauregard Parish

- Proposition: - This measure would extend the Waterworks District No. 6 property tax for an additional 10 years. In total, this tax increase is estimated to raise about $48,000 annually and its defeat will be a tax cut.

Bossier Parish

City of Shreveport

- Proposition 1: - This measure would authorize the city to issue up to $32 million in bonds for wastewater facility upgrades. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

- Proposition 2: - This measure would authorize the city to issue up to $76 million in bonds for public buildings. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

- Proposition 3: - This measure would authorize the city to issue up to $77.8 million in bonds for drainage upgrades. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

Caddo Parish

- Proposition: - This measure would impose a 1 percentage point increase to the Parish’s sales tax rate for an undetermined amount of time. In total, this tax increase is estimated to raise about $580,000 annually.

Calcasieu Parish

- Proposition: - This measure would impose a 1.5 percentage point increase to Parish’s sales tax rate for 15 years. In total, this tax increase is estimated to raise about $3.9 million annually.

- Proposition: - This measure would extend Ward Four Fire Protection District’s property tax for an additional 10 years. In total, this tax increase is estimated to raise about $488,000 annually.

Caldwell Parish

- Proposition 1: - This measure would impose a parishwide property tax until 2030. In total, this tax increase is estimated to raise about $167,000 annually.

- Proposition 2: - This measure would impose a parishwide property tax until 2030. In total, this tax increase is estimated to raise about $233,000 annually.

Cameron Parish

- Proposition 1: - This measure would impose a parishwide property tax until 2030. In total, this tax increase is estimated to raise about $2.1 million annually.

- Proposition: - This measure would authorize School District No. 15 to issue up to $18 million in bonds for school facilities. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

Claiborne Parish

- Proposition: - This measure would impose a .12 percentage points increase to Parish’s sales tax rate for 7 years. In total, this tax increase is estimated to raise about $156,000 annually.

Concordia Parish

- Proposition: - This measure would extend the parishwide property tax for an additional 10 years. In total, this tax increase is estimated to raise about $238,000 annually and its defeat will be a tax cut.

- Proposition: - This measure would allow Fire Protection District No. 2 to impose a property tax until 2030. In total, this tax increase is estimated to raise about $603,000 annually.

Town of Ferriday

- Proposition 1: - This measure would extend a .75 percentage point increase to the town’s sales tax rate. In total, this tax increase is estimated to raise about $329,000 annually.

East Baton Rouge Parish

- Proposition: - This measure would allow the Fairwood Crime Prevention and Improvement District to levy a parcel tax of $40 per residential parcel and $200 from each commercial parcel for 15 years. In total, this tax increase is estimated to raise about $28,000 annually.

- Proposition: - This measure would allow the Hermitage-Cross Creek Crime Prevention and Development District to levy a tax of $100 per residential structure for 10 years. In total, this tax increase is estimated to raise about $56,000 annually.

- Proposition: - This measure would allow the Monticello Crime Prevention and Improvement District to levy a tax of $100 per residential structure for 10 years. In total, this tax increase is estimated to raise about $87,000 annually.

East Carroll Parish

- Proposition 1: - This measure would impose a parishwide property tax for 5 years. In total, this tax increase is estimated to raise about $113,000 annually.

- Proposition 2: - This measure would extend the parishwide property tax for an additional 5 years. In total, this tax increase is estimated to raise about $370,000 annually and its defeat will be a tax cut.

- Proposition 3: - This measure would extend the parishwide property tax for an additional 5 years. In total, this tax increase is estimated to raise about $123,000 annually and its defeat will be a tax cut.

- Proposition 4: - This measure would impose a parishwide property tax for 5 years. In total, this tax increase is estimated to raise about $90,000 annually.

- Bond Proposition: - This measure would authorize the Rural Fire Protection District to issue up to $450,000 in bonds for building upgrades. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

Evangeline Parish

- Proposition 1: - This measure would authorize the Eunice Gravity Drainage District No. 9 to impose property tax for 10 years. In total, this tax increase is estimated to raise about $64,000 annually.

Village of Pine Prairie

- Proposition 1: - This measure would extend the property tax for an additional 10 years. In total, this tax increase is estimated to raise about $11,000 annually and its defeat will be a tax cut.

- Proposition 2: - This measure would extend the property tax for an additional 10 years. In total, this tax increase is estimated to raise about $39,000 annually and its defeat will be a tax cut.

- Proposition 3: - This measure would extend the property tax for an additional 10 years. In total, this tax increase is estimated to raise about $28,000 annually and its defeat will be a tax cut.

- Proposition 4: - This measure would extend the property tax for an additional 11 years. In total, this tax increase is estimated to raise about $16,000 annually and its defeat will be a tax cut.

Grant Parish

Town of Montgomery

- Proposition: - This measure would extend a 1 percentage point increase to the sales tax rate for 5 years. In total, this tax increase is estimated to raise about $40,000 annually and its defeat will result in a tax cut.

Village of Dry Prong

- Proposition: - This measure would extend a 1 percentage point increase to the sales tax rate for 10 years. In total, this tax increase is estimated to raise about $53,000 annually and its defeat will result in a tax cut.

Iberia Parish

- Proposition: - This measure would extend the Twin Parish Port District property tax for an additional 10 years. In total, this tax increase is estimated to raise about $149,000 annually and its defeat will be a tax cut.

Jackson Parish

- Proposition 1: - This measure would extend a parishwide property tax until 2029. In total, this tax increase is estimated to raise about $1.1 million annually and its defeat will result in a tax cut.

- Proposition 2: - This measure would extend a parishwide property tax until 2029. In total, this tax increase is estimated to raise about $986,000 annually and its defeat will result in a tax cut.

Jefferson Parish

City of Westwego

- Proposition: - This measure would authorize the city to impose a property tax for 10 years. In total, this tax increase is estimated to raise about $415,000 annually.

Jefferson-Davis Parish

- Proposition: - This measure would extend School District No. 1’s property tax for 10 years. In total, this tax increase is estimated to raise about $224,000 annually and its defeat will result in a tax cut.

- Proposition: - This measure would extend School District No. 3’s property tax for 10 years. In total, this tax increase is estimated to raise about $45,000 annually and its defeat will result in a tax cut.

Lafourche Parish

- Proposition: - This measure would authorize the Recreation District No. 8 to impose a property tax for 10 years. In total, this tax increase is estimated to raise about $65,000 annually.

LaSalle Parish

- Proposition: - This measure would authorize a parishwide property tax until 2029. In total, this tax increase is estimated to raise about $779,000 annually.

- Proposition: - This measure would authorize Hospital Service District No. 2 to impose a property tax until 2031. In total, this tax increase is estimated to raise about $298,000 annually.

- Proposition: - This measure would authorize the Rogers Nebo Fire District to impose a property tax until 2031. In total, this tax increase is estimated to raise about $61,000 annually.

Town of Tullos

- Proposition 4: - This measure would permanently increase the town’s sales tax rate by 1.50 percentage points. In total, this tax increase is estimated to raise about $65,000 annually.

Madison Parish

- Proposition: - This measure would authorize a parishwide property tax for 10 years. In total, this tax increase is estimated to raise about $1.78 million annually.

City of Tallulah

- Proposition: - This measure would increase the sales tax rate by .50 percentage points for 20 years. In total, this tax increase is estimated to raise about $342,000 annually.

Village of Delta

- Proposition: - This measure would authorize the village to impose a property tax until 2029. In total, this tax increase is estimated to raise about $6,000 annually.

Morehouse Parish

- Proposition: - This measure would extend Fifth Ward Fire Protection District No. 1’s property tax for 10 years. In total, this tax increase is estimated to raise about $57,000 annually and its defeat will result in a tax cut.

Orleans Parish

- Proposition: - This measure would authorize a parishwide property tax for 20 years. In total, this tax increase is estimated to raise about $10.25 million annually.

City of New Orleans

- Bond Proposition: - This measure would authorize the city to issue up to $500 million in bonds for infrastructure improvements. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

- Proposition: - This measure would authorize the city to establish a permanent lodging tax on short-term rentals of up to 6.5 percent. It would raise taxes by $10 million annually. These taxes are attractive to local politicians because they are a way to shift the tax burden to “outsiders,” but they are not a stable source of revenue and are an example of poor tax policy.

Pointe Coupee Parish 

- Proposition: - This measure would extend the Pointe Coupee Parish School District’s property tax until 2030. In total, this tax is estimated to raise about $5.6 million annually and its defeat will be a tax cut for property owners.

Rapides Parish

City of Pineville

- Proposition: - This measure would extend the city’s property tax until 2030. In total, this tax is estimated to raise about $988,000 annually and its defeat will be a tax cut for property owners.

St. Helena Parish

- Proposition: - This measure would extend the Sixth Ward Fire Protection District’s property tax until 2030. In total, this tax is estimated to raise about $39,000 annually and its defeat will be a tax cut for property owners.

St. Landry Parish

- Proposition: - This measure would authorize a parishwide property tax for 10 years. In total, this tax increase is estimated to raise about $646,000 annually.

- Proposition: - This measure would authorize the Faquetaique Gravity Drainage District No. 1 to impose a property tax for 10 years. In total, this tax increase is estimated to raise about $120,000 annually.

St. Martin Parish

- Proposition: - This measure would extend the St. Martin Parish Water and Sewer Commission No. 1 property tax until 2029. In total, this tax is estimated to raise about $118,000 annually and its defeat will be a tax cut for property owners.

City of Breaux Bridge

- Proposition: - This measure would permanently increase the city’s sales tax rate by 1 percentage point. In total, this tax increase is estimated to raise about $2.7 million annually.

St. Mary Parish

- Proposition: - This measure would extend the Recreation District No. 4 property tax until 2029. In total, this tax is estimated to raise about $126,000 annually and its defeat will be a tax cut for property owners.

- Proposition: - This measure would extend the Recreation District No. 5 property tax until 2029. In total, this tax is estimated to raise about $340,000 annually and its defeat will be a tax cut for property owners.

St. Tammany Parish

- Bond Proposition: - This measure would authorize the city to issue up to $2.1 million in bonds for infrastructure improvements. This measure would raise property taxes by an unclear amount and total debt service, including both interest and principal is undetermined.

Tensas Parish

- Proposition: - This measure would authorize a parishwide property tax for 15 years. In total, this tax increase is estimated to raise about $719,000 annually.

Union Parish

- Proposition 1: - This measure would extend the Spearsville Fire District property tax for ten years. In total, this tax is estimated to raise about $28,000 annually and its defeat will be a tax cut for property owners.

- Proposition 2: - This measure would extend the Spearsville Fire District property tax for ten years. In total, this tax is estimated to raise about $28,000 annually and its defeat will be a tax cut for property owners.

Vermilion Parish

- Proposition: - This measure would extend the Coulee Baton Gravity Drainage District No. 1 property tax for ten years. In total, this tax is estimated to raise about $87,000 annually and its defeat will be a tax cut for property owners.

- Proposition: - This measure would authorize the Coulee des Jonc Drainage District to impose a property tax until 2026. In total, this tax is estimated to raise about $448,000 annually and its defeat will be a tax cut for property owners.

- Proposition: - This measure would extend the Prairie Gregg Drainage District property tax for ten years. In total, this tax is estimated to raise about $356,000 annually and its defeat will be a tax cut for property owners.

- Proposition: - This measure would authorize the Road District No. 7 to impose a property tax until 2029. In total, this tax is estimated to raise about $434,000 annually and its defeat will be a tax cut for property owners.

Vernon Parish

- Proposition: - This measure would extend the South Vernon Parish Waterworks District No. 1 property tax for ten years. In total, this tax is estimated to raise about $80,000 annually and its defeat will be a tax cut for property owners.

West Carroll Parish

- Proposition 1: - This measure would extend a parishwide property tax for 10 years. In total, this tax increase is estimated to raise about $63,000 annually and its defeat will result in a tax cut.

- Proposition 2: - This measure would extend a parishwide sales tax of .25 percentage points for an additional 10 years. In total, this tax increase is estimated to raise about $318,000 annually.

West Feliciana Parish

- Proposition 1: - This measure would authorize a parishwide sales tax of .50 percentage points increase for 10 years. In total, this tax increase is estimated to raise about $1.4 million annually.

- Proposition 2: - This measure would authorize Sales Tax District No. 1’s to increase the sales tax rate by .50 percentage points for 10 years. In total, this tax increase is estimated to raise about $905,000 annually.
