Support Full Repeal of the Onerous 1099 Reporting Mandate

     NTU urges all Senators to support full repeal of the onerous 1099 reporting mandate in the health care law that would require every business, charity, and local and state government entity to submit 1099 forms for transactions totaling $600 or more. This unnecessary requirement would hurt as many as 40 million businesses, many of which already face additional new mandates and the fear of being forced to lay off workers. We implore you to cast the following votes as amendments related to this issue are considered under H.R. 5297, the Small Business Jobs and Credit Act.

     Vote NO on the Nelson Amendment (#4595) – Senator Nelson’s approach to only partially repeal the 1099 mandate is most troubling because of its “pay-for”: a massive, discriminatory tax on our oil and natural gas companies. This levy would threaten jobs in an industry that currently employs or supports nine million Americans. Furthermore, taxpayers would bear an even greater burden as costs are passed down in the form of higher gasoline prices and electricity bills.

     Vote YES on the Johanns Amendment (#4596) – Senator Johanns’ amendment would fully repeal the 1099 reporting requirement without picking winners and losers and instituting tax hikes.

     Raising taxes is never wise policy, but it would be fiscally suicidal in the current economic climate. We urge you to vote NO on the Nelson Amendment and YES on the Johanns Amendment. Roll call votes will be significantly weighted in our annual Rating of Congress.
