As the House considers H.R. 4923, the Energy and Water Development Appropriations Act of 2015, NTU urges all Representatives to support initiatives that reduce expenditures, promote a true “all of the above” energy policy, and uphold free-market enterprise. To that end, NTU will consider “YES” votes on the following amendments to be the pro-taxpayer position:
- Quigley (D-IL) Cruise Missile Warhead Amendment: This amendment would cut only the portion of warhead funding ($7.6 million) that was added above the Administration’s request for a proposed new nuclear-armed cruise missile project, and apply the savings to deficit reduction. The Air Force has yet to decide the final direction of this program.
- Fleming (R-LA) Western Area Power Administration Amendment: This amendment would block the stimulus-implemented borrowing authority for the Western Area Power Administration, eliminating risk for taxpayers who could otherwise be forced to pay outstanding balances on incomplete renewable energy projects.
- Chabot (R-OH) Denali Regional Commission Amendment: This amendment would eliminate funding for the Denali Regional Commission, saving taxpayers $10 million by addressing duplicative and wasteful economic development programs.
- King (R-IA) Davis-Bacon Amendment: This amendment would prohibit funding from H.R. 4923 from being used to implement, administer, or enforce prevailing wage requirements under the Davis-Bacon Act, saving considerable sums on many projects.
- McClintock (R-CA) EERE/Nuclear/Fossil Research Amendment: This amendment would eliminate funding for the Office of Energy Efficiency and Renewable Energy Research Development Demonstration and Deployment, Nuclear Energy Research and Development, and Fossil Energy Research and Development programs, yielding $3.1 billion of savings in an even-handed manner.
- McClintock (R-CA) FY14 Amendment: This amendment would freeze spending in unauthorized accounts at FY14 levels, saving taxpayers $120 million.
- Hudson (R-NC) 7.7929 % Reduction Amendment: This amendment would enact a 7.7929% across the board reduction of non-defense accounts, pegging spending at FY 2008 levels and saving taxpayers approximately $1.3 billion.
- Hudson (R-NC) No Unauthorized Spending Amendment: This amendment prohibits funds from being spent on unauthorized programs, with the exception of defense-related accounts.
Roll call votes on the above amendments to H.R.4923 will be included in our annual Rating of Congress.
