“YES” on H.R. 3301, the “North American Energy Infrastructure Act.”

NTU urges all Representatives to vote “YES” on H.R. 3301, the “North American Energy Infrastructure Act.” This legislation would streamline the archaic approval process for cross-border energy facilities, resulting in increased investment in our energy infrastructure, much-needed jobs, and consumer choice.
Under current regulations, proposed oil or natural gas pipelines as well as electrical transmission lines must go through a lengthy approval process composed of a Presidential Permit and several Executive Orders. Projects can languish in regulatory limbo for years on end, and the rules governing the process are far from clear, leading to disputes regarding modifications and permitting requirements. The approval process under H.R. 3301 would specify agencies responsible for each type of project, set an approval deadline of 120 days, clarify that existing projects do not require further approvals for simple modifications, and eliminate redundant requirements for natural gas pipelines.
Lack of Congressional oversight in past years has contributed to the ad hoc Presidential permitting process. H.R. 3301 is an important opportunity for Congress to consolidate and streamline approval procedures, thus removing the costly regulatory hurdles that stand between consumers and low-cost energy options and spurring job growth in an essential sector of our economy.
Roll call votes on H.R. 3301 will be included in NTU’s annual Rating of Congress and a “YES” vote will be considered the pro-taxpayer position.
