“YES” on H.R. 1938, the “North American-Made Energy Security Act.”

NTU urges all Representatives to vote
“YES” on H.R. 1938, the “North American-Made Energy Security Act.” Introduced
by Rep. Terry (R-NE), this bill would expedite a final decision on the
Presidential Permit for the expansion of the Keystone XL pipeline.
The Keystone XL pipeline, which would run from Alberta,
Canada to U.S. based refineries, has the potential to provide an additional
500,000 barrels of oil a day from our largest and most stable supplier. The
resulting increase in North American supply could help to make the U.S. less
vulnerable to type of economic disruptions seen earlier this year due to
political unrest abroad. Furthermore, a report by the Canadian Energy Research
Institute, shows that investing in Canadian oil could create 343,000 new jobs
and add tens of billions to our own Gross Domestic Product.
Despite
these benefits, the State Department has resorted to stall tactics (largely at
the behest of environmental agencies) against approval of various permits needed
to move Keystone XL forward. To put an end to this bureaucratic obstinacy, the
North American-Made Energy Security Act would facilitate coordination between
the various governmental actors involved in the permitting process. The bill
would also provide much-needed certainty to stakeholders by setting a clear
date for a final decision on the Presidential Permit for the Keystone XL
pipeline.
These
commonsense measures will ensure that a timely resolution on the pipeline is
reached before this valuable source of energy (and jobs) is lost to eager
competitors from other nations. Roll
call votes on H.R. 1938 will be significantly weighted in our annual
Rating of Congress and a “YES” vote will be considered the pro-taxpayer
position.
