“NO” on the conference report accompanying H.R. 4348, the Moving Ahead for Progress in the 21st Century Act (MAP-21).

NTU urges all Representatives to vote “NO” on the conference report accompanying H.R. 4348, the Moving Ahead for Progress in the 21st Century Act(MAP-21).
While NTU has actively supported some of the beneficial Flood Insurance reforms recently inserted into this package of legislation, the final language includes enormously costly transportation programs with no serious attempts to rein in out-of-control spending.
It is unacceptable to continue to spend taxpayer funds at a break-neck pace, $120 billion over 27 months, when our deficit grows by the day. Congress ignored opportunities to practice fiscal responsibility by implementing practical reforms such as only spending that which the program brought in through the federal gas tax or giving states more control over how their funding is spent.
In addition, NTU has serious concerns with extending the 3.4 percent federal student loan rate at a cost of $6 billion. At the same time the federal flood insurance program was being put on a path toward solvency and privatization, the federal government is taking the opposite approach to student loans, an activity the government should not be involved with to begin with. The program distorts the loan market, inflates the price of higher education, and encourages young people to accumulate debt while hiding the risk involved in such transactions.
Together, these create a package that sacrifices serious consideration and moderation in exchange for quick passage and a lengthy recess.
A “NO” vote on H.R. 4348 will be significantly weighted in our annual Rating of Congress.
