LIMITATION AMENDMENT TO U.S. CONSTITUTION. I
will work and vote for a U.S. Constitutional Amendment to require a roll-call
vote of at least two-thirds of the whole number of each House of Congress
to increase revenue in any way.

BUDGET AMENDMENT TO U.S. CONSTITUTION. I
will work and vote for a U.S. Constitutional Amendment to require that
(a) total federal outlays for any fiscal year shall not exceed total
receipts for that fiscal year without at least a three-fifths vote of
the whole number of each House of Congress; (b) the limit on United
States debt held by the public shall not be increased without at least
a three-fifths vote of the whole number of each House; and (c) no bill
to increase revenue shall become law unless approved by at least a majority
of the whole number of each House by a roll-call vote. These provisions
can be waived only under a declaration of war or a joint resolution (passed
by a majority of the whole number of each House) declaring an imminent
and serious threat to national security.

SECURITY CHOICE. I recognize
that Social Security will default on its obligations to future retirees
unless fundamental reforms are made. Therefore, I will work and
vote for a system of Social Security Choice that will allow younger workers
to have the choice of investing much of their Social Security taxes in
regulated individual retirement accounts. Current retirees and
those nearing retirement would not have any change in their Social Security
benefits. Social Security Choice will give younger workers the
option of ownership of personal Social Security accounts, with higher
rates of return and better benefits than are possible under the current
system.

RESTRAINT. I will work and vote for a freeze of total non-defense
discretionary spending for at least the first two fiscal years beginning
after the 2006 general election. I will not vote for any budgetary

and will not vote to waive budgetary rules restraining taxes and spending.
