Question 2 on the statewide ballot would allow for a slot machine
facility at the Biddleford harness racing track with 1 percent of net earnings,
an estimated $13,000,000, dedicated to the state general fund, and an
additional 39 percent of net earnings to be distributed supporting specific
state and local programs. While states and localities should make their
own decisions regarding gambling, this question would impose upon the new
facility a tax rate much higher than that on other types of businesses.

table games and slot machines in Lewistown, with 1 percent of net earnings
dedicated to the state general fund and 39 percent of net earnings dedicated to
supporting specific state and local programs. While states and localities
