David Keating serves on the Board of Directors of the National Taxpayers Union, and provides strategic guidance on the group's legislative activities.

In May 1996, Mr. Keating was appointed to the National Commission on Restructuring the Internal Revenue Service by then-Senator Bob Dole.  Many of the Commission's recommendations became law.  Keating frequently testifies before Congress on budget and tax policy issues.  Mr. Keating played a leading role in the development and passage of the Taxpayers' Bill of Rights, two measures enacted into law in 1988 and 1996 that provided protections for taxpayers in the tax audit and collection process.

Mr. Keating is often interviewed by major newspapers and magazines.  He has appeared on each of the network television evening news programs and has been interviewed on hundreds of major radio and television talk shows on taxpayer issues. He organized the network of 66 radio talk show hosts who in 1988 protested a proposed 50 percent Congressional pay raise.

Keating received his B.A. from Vassar College.
