NTUF Hires Joe Bishop-Henchman To Head New Taxpayer Defense Center

The National Taxpayers Union Foundation (NTUF) has announced the hiring of Joe Bishop-Henchman, prominent attorney and veteran tax policy analyst, to the team. Bishop-Henchman will serve as Vice President of Tax Policy and Litigation and will lead the work of NTUF’s newly-launched Taxpayer Defense Center.

“In my years of working on tax law and policy I’ve long respected what NTUF does in the realms of research and education, and I’m excited to be joining the organization to further the mission of defending taxpayers,” Bishop-Henchman said. “Now more than ever, NTUF’s work is vital, and the new Taxpayer Defense Center is an exciting opportunity to advance smarter tax policy and administration.”

NTUF’s new Taxpayer Defense Center (TDC) will undertake the research, litigation, and partnerships necessary to defend taxpayers through our legal system. The center will exist within NTUF’s 501(c)(3) status, harnessing existing resources and relationships while adding new tools to advance the public policy causes in which the organization is already engaged. The initiative will work at both the federal and state level to advance the rights of taxpayers.

“Joe Bishop-Henchman is widely esteemed as one of the premier tax policy experts and tax lawyers in Washington, D.C. and around the country,” said NTUF President Pete Sepp. “We’re honored that he’ll be bringing his expertise and experience to NTUF, and his leadership of the Taxpayer Defense Center will help to ensure that this vital new initiative for protecting taxpayer rights all across the country meets with resounding success.”

Bishop-Henchman joins NTUF from McDermott, Will, and Emery law firm, where he counseled clients on tax policy and compliance. Prior to his work at the firm, he spent 14 years at the Tax Foundation, a tax policy education nonprofit, where he worked on national, state, and local issues. Bishop-Henchman has testified to Congress and in 36 state houses around the country. He was educated at the University of California-Berkeley and received his J.D. from the George Washington University Law School.

Stephen Kranz, partner at McDermott, Will & Emery (MWE), was thrilled for Bishop-Henchman and sad to be losing him as a team member. “Joe was a fantastic addition to our tax policy team and will be greatly missed here. His arrival at NTUF is just in time for the inevitable post-COVID policy wars that are about to explode. The corporate community should be glad NTUF is investing in Joe at this time.” Bishop-Henchman had assisted MWE’s SALT team in its targeted tax policy work for specific clients.

“I know of no one better qualified to lead the Taxpayer Defense Center than Joe Bishop-Henchman. With Joe joining us, NTUF is prepared to stand up for taxpayers in more ways than ever before,” Sepp said. “We are truly fortunate to have him on our team.”
