Ever since the Maryland General Assembly overrode then-Gov. Larry Hogan’s veto of its first-in-the-nation digital advertising tax in February 2021, businesses and policymakers in other states have been on a rollercoaster ride waiting for the court system to weigh in on whether the tax is constitutional.
