Congress has cleared its legislative calendar. A top priority was resolving disputes related to a sundry of expired tax provisions. Retroactive tax policy is less than ideal, but that doesn’t stop Congress from enacting bad tax policies. The year-end legislative package already had its flaws on the spending side of the ledger, yet it also contains policies over “tax extenders” that have made it even worse.
