With the European Union’s landmark Artificial Intelligence Act expected to become law by December 2023, European lawmakers need to think more strategically about AI innovation. Even though Europe increasingly risks falling behind China and the United States in global AI competition, the EU’s proposed AI Act continues to lack adequate mechanisms to foster innovation and craft flexible AI rules. A carefully designed AI sandbox could help the EU better manage its innovation challenge and develop a more flexible, well-calibrated approach to AI governance.
Nach der Einigung des Europäischen Parlaments auf die KI-Verordnung der Europäischen Union wird der sogenannte „AI Act“ voraussichtlich bis Ende des Jahres verabschiedet werden. Zwar hätte Europa damit das weltweit erste Gesetz für KI-Regulierung, jedoch fehlt es dem Vorschlag an Mechanismen zur Förderung von Innovation und zur Gestaltung eines flexibleren Rechtsrahmens für KI-Anwendungen. Kein geringer Mangel, gerade angesichts des wachsenden Risikos, dass Europa im globalen KI-Wettbewerb hinter China und die USA zurückfällt. Was tun?
