National Taxpayers Union Foundation President Pete Sepp on Monday announced the formation of a major new project to help states position themselves for attracting economic opportunities and strengthening their tax bases, especially across their borders.
The Center for State Competitiveness, led by NTUF State Policy Director Andrew Wilford, will encourage competitiveness through rankings and research. Reports and analysis will highlight laws harmful to multistate activity, treatment of out-of-state workers and businesses, and state-to-state moves.
“Andrew’s work offers proactive and practical solutions for policymakers on how to craft a tax code that is competitive in the face of new technologies and challenges,” Sepp said.
The Center will also analyze policy ideas from tax administrators, ideological groups, and academics that seek to raise revenue in destructive ways, often by repelling new residents and causing current ones to leave.
“Our work will operate under a clear vision for promoting economic growth and pro-taxpayer policies,” Wilford said. “States are realizing just how much tax policy matters to taxpayers, we look forward to continuing to show the reasons why some states attract residents while others hemorrhage them.”
Reports expected in the first year of the Center for State Competitiveness project include:
Annual Remote Obligations and Mobility Index (ROAM) report, ranking states by their burden on remote workers
Annual Migration by the Minute report, already released
Better State Budgets toolkit, providing guidance for state lawmakers to implement Truth in Taxation and other policy reforms
Briefing reports on key state tax issues
Expanded state budget reform tools and research resources
