“YES”on H.R. 1938, the “North American-Made Energy Security Act.”

NTU urges all Representatives to vote“YES” on H.R. 1938, the “North American-Made Energy Security Act.” Introducedby Rep. Terry (R-NE), this bill would expedite a final decision on thePresidential Permit for the expansion of the Keystone XL pipeline.

The Keystone XL pipeline, which would run from Alberta,Canada to U.S. based refineries, has the potential to provide an additional500,000 barrels of oil a day from our largest and most stable supplier. Theresulting increase in North American supply could help to make the U.S. lessvulnerable to type of economic disruptions seen earlier this year due topolitical unrest abroad. Furthermore, a report by the Canadian Energy ResearchInstitute, shows that investing in Canadian oil could create 343,000 new jobsand add tens of billions to our own Gross Domestic Product.

Despitethese benefits, the State Department has resorted to stall tactics (largely atthe behest of environmental agencies) against approval of various permits neededto move Keystone XL forward. To put an end to this bureaucratic obstinacy, theNorth American-Made Energy Security Act would facilitate coordination betweenthe various governmental actors involved in the permitting process. The billwould also provide much-needed certainty to stakeholders by setting a cleardate for a final decision on the Presidential Permit for the Keystone XLpipeline.

Thesecommonsense measures will ensure that a timely resolution on the pipeline isreached before this valuable source of energy (and jobs) is lost to eagercompetitors from other nations. Rollcall votes on H.R. 1938 will be significantly weighted in our annualRating of Congress and a “YES” vote will be considered the pro-taxpayerposition.
