Vote YES on the Sessions-McCaskill amendment to H.R. 4899

     NTU urges all Senators to vote “YES” on the Sessions-McCaskill amendment to H.R. 4899, the FY 2010 Emergency Supplemental Appropriations Bill. This amendment would establish a responsible cap on spending growth of roughly 2 percent per year from 2011-2014 that would require a 67-vote point of order to waive, thereby providing the potential to save taxpayers approximately $6.5 billion.

     For too long, Congress has abused the supplemental spending process to heap piles of spending onto the backs of overburdened taxpayers. The Sessions-McCaskill amendment would, in a refreshing change, utilize the process to enact some measure of protection from a budget growing out of control.

     While we are supportive of this amendment, we remain concerned with Congress’ failures to account for inevitable emergencies when planning expenditures and to set aside funding for them accordingly. The Sessions-McCaskill amendment does not solve this problem, but it does make an honest attempt to curb runaway spending.

     A “YES” vote on the Sessions-McCaskill amendment to H.R. 4899, the FY 2010 Emergency Supplemental bill, will be significantly weighted in our annual Rating of Congress.
