NTU urges all Representatives to vote "NO" on H.R. 5116, the America COMPETES Reauthorization Act, which would provide a five-year authorization of funding for the National Science Foundation, the Department of Energy's Office of Science, and the National Institute of Standards and Technology. The legislation contains a total of nearly $86 billion – 31 percent above the 2010 baseline budget. This does not include the billions in additional funding provided under the so-called "stimulus." Moreover, H.R. 5116 would create six new programs and increase the federal government's already far-reaching authority. During a period of reckless and unsustainable spending, we cannot afford such an expansion.
The original 2007 legislation passed with Members citing a need for increased support of basic research and development. Ironically, this bill shifts away from that priority and creates new programs that are either duplicative or not associated with research and development. Even more inappropriate, H.R. 5116 places a heavier focus on global warming and the reduction of greenhouse gas emissions, making the bill a repository for politically-motivated spending.
We also encourage a "NO" vote on Representative George Miller's amendment to strengthen unions and financially penalize those institutions who do not respond to union requests in a "timely" manner. Whether standing alone or as an extraneous provision to H.R. 5116, this is economically unwise policy.
"NO" votes on H.R. 5116 and the Miller amendment will be significantly weighted in our annual Rating of Congress.
