YES on the “Path to Prosperity” Budget Resolution
(H. Con. Res. 34)

     NTU urges all Members to vote “YES” on the “Path to Prosperity” Budget Resolution (H. Con. Res. 34). Sponsored by Rep. Paul Ryan (R-WI), this budget provides an innovative blueprint for a smaller, more manageable government that allows future generations to thrive without the burden of excessive debt. In doing so, it provides relief to taxpayers by extending the 2001 and 2003 tax cuts, eliminating tax increases in the Patient Protection and Affordable Care Act, and improving global competitiveness by lowering the top rate for businesses. Furthermore, this budget achieves long-term balance by freezing non-defense discretionary spending, eliminating wasteful programs, and reforming entitlements.

     While we strongly support Ryan’s approach, NTU prefers the Republican Study Committee’s (RSC’s) alternative budget because it builds upon the strong foundation of H. Con. Res. 34 to achieve surpluses by 2019. By further trimming discretionary spending, expanding reforms to Medicare and Medicaid, and attempting to address Social Security, the RSC’s budget makes greater headway against our unsustainable deficits.

     NTU urges all Members to vote “NO” on any other substitutes, including Amendment 7, introduced by Rep. Raul Grijalva (D-AZ), and Amendment 21, introduced by Rep. Chris Van Hollen (D-MD). By doubling down on a broken entitlement system and dramatically raising taxes on individuals and businesses, these substitutes would be a disaster for all taxpayers.

     Roll call votes on the Fiscal Year 2011 Budget Resolution as well as related substitutes and/or amendments will be heavily weighted in our annual Rating of Congress.
